Chapter 04Moving ยท System
Utility setup and transfer: one call day, two meter days, one list
Pick one call day about two weeks before the move and make every call that day, mail first. Book the old home to stop the day after you leave and the new one to start the day you get the keys. On each call, write down the confirmation number and where the final bill will go. Photograph every meter on your last day at the old home and again on key day, then check each final bill against the photo.

Do it, skip it or get help
Do it yourself
Anyone moving can do this. You need the latest bill from each utility, the two move dates, a phone and an hour on call day. The City of San Diego lists seven details it wants before it stops water service, and every one of them is on a bill or something you already know.
Source: City of San Diego, Stop Water/Wastewater Service, checked October 10, 2026.
Skip what the rent already covers
If water, trash or heat is part of the rent, leave it off the call list and write "in rent" on its line. Ask the landlord which services stay in their name. Still photograph any meter you can see on both meter days.
Get help with plans, deposits and bill disputes
This system covers dates and records. Which provider or plan to pick, whether a deposit is fair, and what to do about a bill you think is wrong are questions for the utility's customer service, then your state's public utility commission. Bring your photos and confirmation numbers.
The steps, in order
Write down the two dates
You need two dates: your last day at the old home and the day you get the keys to the new one. The old home stops the day after you leave, so the lights and water stay on for the last clean. The new home starts on key day.
Have ready: Move-out day and key day
Work out the call day with the tool
Put both dates into the utility transfer checklist. It counts back a week for power and gas, seven business days for water and sewer and ten business days for mail, then takes the earliest date as your call day.
Have ready: The two dates, a calendar

Pull the latest bill for each utility
The bill shows the account number and the service address the way the utility has them. San Diego's stop list also asks for the account holder's name, a phone number, an email, the stop date and a forwarding address for the final bill.
Have ready: One bill per utility, the forwarding address

File the mail change first
USPS says to allow 7 to 10 business days after the request is approved, and standard forwarding lasts 12 months. File it at the start of call day, before the other calls.
Have ready: The new address and the move date

Make every call in one sitting
Call water, power, gas, trash and internet one after another, using the number on the bill or on the utility's own site. San Diego and Consumers Energy take a move request up to 30 days ahead. If a utility says you're too early, write down the first day it will take the call.
Have ready: The call list, the bills, a pen

Write it down before you hang up
For each call, write the confirmation number, the date booked, whether someone has to be home and where the final bill will go. Dominion Energy says an adult has to be there on stop day if a fence, shrubs or a pet keep staff from the meter.

Photograph every meter on both meter days
At the old home after the last load leaves, and at the new one on key day, take a photo of each meter with the numbers and the meter number both readable. Write the reading and the units on the list. Meters aren't reset when you move in, so a bill is the difference between two readings. Read through the glass only.
Have ready: A charged phone and the list

Check each final bill against your photo
Dominion Energy sends the final bill the business day after the final reading. Consumers Energy says it can take up to 40 days. When each one comes, compare the end reading with your photo and file both in the binder.

What goes wrong
The calls started too late
Mail takes the longest: USPS says to allow 7 to 10 business days. Count back from the move with the tool and put the call day itself on the calendar, not just the move.
Source: USPS, Standard Forward Mail and Change of Address, checked October 10, 2026.
The old home went dark on moving day
A stop booked for the day you leave can cut the lights or water before the last clean or the final walk. Book it for the day after.
No confirmation number
A call with nothing written down is hard to chase later. Get the number, read the booked date back, and look for the confirmation email the same day.
Autopay and payment plans stayed behind
Consumers Energy says payment plans don't move to the new address on their own, and autopay set up through a bank needs the new account number. Write the new number down and update the bank that week.

No meter photo when the final bill came
Con Edison says that without a smart meter, a final bill is estimated from past use unless a reading is taken or sent in. A dated photo of the meter gives you a number to compare.

When the steps change
Same utility at both homes
When one utility serves both addresses it may call the move a transfer. Ask for the stop and the start as two separate dates, and ask whether the payment plan and autopay move with the account. At Consumers Energy they don't.
Source: Consumers Energy, Start, Stop or Transfer Service, checked October 10, 2026.
Some utilities come with the rent
Ask the landlord which services stay in their name and mark those lines "in rent". Read any meter you can see anyway, so the record covers the whole home.
Same-day move
Both meter days fall on one date: the old home after the last load leaves, the new home before you run a tap or turn on a light. Keep the two sets of readings on separate halves of the page.
Key day comes later
On a long-distance move the keys may come days after you leave. Keep the old home's stop for the day after you leave and the new home's start on key day. The call day still comes from the earlier date.
Tips and tricks
- Tip 01
Copy the address off the bill
Utilities look accounts up by the service address as they have it, unit number and all. Read it from the bill, not from memory.
- Tip 02
Call the number on the bill
Use the phone number printed on your bill or on the utility's own site, not one from a search ad.
- Tip 03
Email yourself the meter photos
Send each meter photo to yourself the same day with the address in the subject line, so the date stays attached to the photo.
- Tip 04
Split the page by home
Keep the old home's lines on one half of the page and the new home's on the other, so a stop and a start don't get mixed up halfway through a long call.
What we would do
One call day, two meter days
Get the call day from the tool, file the mail change first and make the other calls the same day with the bills in front of you. Write down every confirmation number and where each final bill will go. Photograph the meters after the last load leaves and again on key day, and file the final bills next to the photos.

Questions
How do I transfer utilities when I move?
Count back from the move to one call day: a week for power and gas, seven business days for water and sewer, ten business days for mail. On that day, book each service at the old home to stop the day after you leave and at the new home to start on key day, and write down each confirmation number.

Should utilities stop on moving day or the day after?
The day after. You'll want lights and water for the last clean and the final walk-through. Start the new home on the day you get the keys.
What do I need when I call to stop service?
The City of San Diego asks for the account holder's name, the account number if you have it, the service address, a phone number, an email, the stop date and a forwarding address for the final bill. For new service, Consumers Energy asks for ID and may ask for the lease.
Source: City of San Diego, Stop Water/Wastewater Service, checked October 10, 2026; Consumers Energy, Start, Stop or Transfer Service, checked October 10, 2026.
Why photograph the meters when I move?
Meters aren't reset when an account changes hands, so each bill is the difference between two readings. A dated photo on your last day and another on key day give you both ends to check the final bill against.
Source: Kentucky PSC, A Consumer's Guide to Reading Electric & Gas Meters, checked October 10, 2026.
How long does a final utility bill take?
It depends on the utility. Dominion Energy sends it the business day after the final reading, and Consumers Energy says it can take up to 40 days. Keep the forwarding address on file until it comes.
